For a society that supposedly holds individual rites above all else the Americans are strangely reticent about making arbitrary decisions. Rules, laws are expected to be all inclusive, exceptionless, reducing any judiciary proceeding to a simple innocent guilty decision, any bring punishment predesignated by the voice of the populus, voted by a majority, an overly administered facsimile of the kangaroo court, vigilante justice given full and free reign.
Sentencing under such a merciless system is caustic, over extensive, resulting in overcrowded prisons and a legion of capital punishment, the antithesis of civilization.
